Finalization of DMPs

Finalization of DMPs must be supported on top of dataset description DMPs.

The option should be provided if a DMP has at least one finalized Dataset Description.

The user finalizing a DMP shall be prompted with information on non finalized dataset descriptions, so that he/she can review their actions.

Finalized DMPs may be published.
